Change of use of rear of ground and upper floors to form 4 flats; the LRA has made the following response: The LRA objects to this application on the grounds that it does not adhere to the precepts of Policy LP12, in particular paragraphs 2 a & b of the Local Plan and the amplifying explanation in paragraphs 8.56 & 8.57.  Neither is it compliant with LP23 and the Parking SPD.

 

Situated within a Conservation area, a factor that the application fails to recognise, it is estimated to be over 100sq metres of floor space thus requiring a Heritage and Access Statement. For the reason above there will be an impact on the outward appearance of the Conservation area due to the inadequacy of car parking arrangements, the absence of a location for bin storage or the facilities for and storage of the correct number of bicycles. 

 

It is also noted that the application is incomplete without a Nutrient Neutrality submission to meet the environmental concerns with regard to Nitrate leeching into the Solent as required by Natural England for all increases in overnight accommodation.
